No, that’s not what it means. Anyone can launch a zone, even now. The core Cosmos-SDK and Tendermint are ready to use. Phase 1 just entails the Cosmos Hub blockchain to be running on a stable network, maintained by a steady set of validators. It doesn’t mean projects can’t start using the SDK and/or Tendermint now.
